Can't find upgrade option at the frontend

Hi

I’ve been looking at this for hours. I’ve tested different user accounts with different subscriptions but I don’t seem to find the upgrade option. I have the “Show Upgrade Options” turned on and yet when I’m at the front end trying to add a listing I can’t see the upgrade option. I tried this with my admin account and with a subscriber account account but I can’t see them. Is there anything I’m not doing? I used to have them without any issues before the last update (don’t know if the update caused this)? See attachment (shouldn’t upgrade option on top of add listing page??)
