How to make listings claimable posted by particular users ?

Hi all members,
I can create some users from admin backend, like employee1, employee2, employee3 etc. I want listings, posted by these particular users are claimable by original business owners like the listings created by admin. Or in other words these users can have the “Admin Callback” available to them, but when original business owners want these listing they can Claim these listings.
How to do this?
