Membership Payment Flow

I see that you said:

I have selected Membership Package.The user can decide whether to pay immediately or later but their listing will not go live untill payment has been made

I’m actually trying to achieve this result with membership packages:
Homepage -> user clicks on ADD LISTING -> Pricing Page -> User selects a membership plan -> users logins or registers -> user goes to Add Listing page -> after all car info is entered user is presented with the payment page -> order complete
But instead users are always asked to pay right after selecting the plan, before entering the listing info.
So how do I have users pay membership AFTER having all car info inserted and not going live until payment has been made? (As it happens for listing packages)
