job board feature confusion

confused about what was advertised about the job board theme before i baught it. well I wanted to create a business model similar to odesk and elance. this is a community of freelance professionals in all industries. that is why I purchased the job board theme.
I am confused about the things listed below. first i am using practis child theme with job board features.
(1) how does a person doing the job get paid from the customer who created the job?
did not see any options to allow this to happen.
(2) decided to create two different accounts and create simulated posting jobs to see how the whole job board process works. I applied for job. logged out, and logged in as other simulated user. there are no messages saying that member has sent a job proposal.
(3) next option to add listing attachment does not show upload button to upload images and such. take a look at imaged attached.
can someone please explain this . I would greatly appreciate it.
