Edit icons aren't functioning and elements on home page can't be moved around

Running WP-4.1, RT-8.0, Newwave 1.2 all plugins are disabled.

Hopefully down to two issues.

Issue#1.
Clicking on the “edit” icon in General Settings/Registration, as well as, the “edit’ icon in Listing Setup/Custom Fields and Listing packages and membership packages results in no action.

Normally a module pops up so you can edit the item or field. This is not happening.

If I first click an “edit” icon and then click “add new, field, listing or membership” icon, the corresponding edit module pops up and I can then edit and save. Definitely not normal.

Issue #2.

The elements on the home page can’t be moved. Normally in the right side of “Page setup/Display setup” you can move the order around. This isn’t working.
Hopefully these two are tied together.
