Ipad view, Dell Tablet, Samsung Cell Phone – Navigation Bar is missing

I have a multi-site and have converted approx 13 of my 50 sites to the latest revision 6.6.3 of the classified theme. Also have 4.0 wordpress installed.

When I started a converting my sites to the Responsive Classified Theme – all the sites I updated to the responsive theme had the Navigation Bar when viewed on a “mobile” devices . Now only two of the 13 sites I updated still have it.

On my Samsung Cell phone I can at least see the small bars in the upper right corner and when you click on them, you have the menu, but on the iPad and Dell Tablet there is nothing… no menus at all.

I do not use any plug ins on my site – focus is to keep my site simple so I do not have issues.

A few examples of the URL that the Navigation Bar and No other menu is not showing when viewed on iPad or Tablet. There is no Navigation Bar on Cell phone view but there is still a menu:

All look fine on my computer. I have mobile navigation menu…. not sure what is going on – hope this makes sense, appreciate some help 🙂
