claim listing

on the responsive theme the claim listing
not connected to the email address entered by the administrator EXAMPLE: I am creating a listing as an administrator by email xxx@test.com
after I get out of admin mode I try I click on the page and claim this listing page you created earlier. ask me to register.
I register with a different email address than the one in listing previously created. and still I allow these access to change it. This allows malicious users to play with my pages.
how can I connect it in a way that only allows the claim listin if the email address matches?
