Google Map Default without Package

We are not using Packages or Membership. The default setting for Google maps when submitting a new classified listing is disabled.

Right now if someone lists a classified they can enter their location but Google map will not show in their listing. We have to manually enable the map from admin backend.

Does anyone know how to enable this by default without using packages?
