advanced search – optional field?

I have a field for city.
And a custom select for ‘place’. I added an empty row in the options list. But If I select a city, and select empty place, It won’t bring anything, I wanted it to bring all listings from city chosen, regardless of empty place.

Can one tell me how to tweak the code to make this happen?
