Negative Balance Issue

Seems to be another issue in the 5.2 update.

I have a 3% commission fee set in the admin. The problem is:

Seller sold an item for $50.00 USD well when the Negative Balance is displayed to the seller it is showing $0.50 due, but it should be showing $1.50 which is 3%

The other problem is when the seller goes to make payment and clicks on the Pay Now button their directed to PayPal which is displaying a Return to merchant page ?? I have setup PayPal standard in the Admin, payments are in live mode, accept $ USD is set and my PayPal account is setup to receive $ USD.
