new user dosent have access

In general setup i have setup that the Default User Role is contributor and Default User Status is Active (Account live). Which means that the new user that registers can automatically submit new auctions. This is not the case with my site. When a new user registers it is noted in Members just (ok) and Status – Active and no package selected. The user gets the forbidden page. After i manually select a free package then the user is able to submit a new auction. Is this a bug? Also under Submission- Setup Options – the Default Membership Package Access it is selected free package.
Can someone help?
