query listings not showing.

I have a page with the following code
[LISTINGS dataonly=0 query=’meta_key=province&meta_value=ontario&order=asc’ show=20 grid=true]
The purpose of this code is to show all the listings where the province field is equal to Ontario. Several new listings have been posted for Ontario and they are not showing. I would like all the Ontario listings to be displayed (on multiple pages once there are enough listings). Technically, the code above should work. So why doesn’t it ?
