State and city options for site users

We would like the home page to show individual states with sub categories of several cities each. Once the state is clicked the landing page will then be the same for each with categories and subcategories (similar to the concept of CraigsList). We are wanting the user to select their state and/or city so they are only seeing those listings (with the option to set their default city and state so they don’t have to every time they visit the site).
