To move to responsive or not?

So I have been using v7 for a while (I think I am still on 7.1.3). I have customized a lot of the PHP on my site (https://acq1.com/u) so I am trying to determine how much work the upgrade will be and if it is worth it.

    Some questions
    – Does the responsive theme use the same backend technology as v7 to interact with the mysql database?
    – was the new theme written from scratch or does it use some of the v7 code?
    – was it the same lead programmers that wrote the new theme as v7 (trying to get an idea if it will be a similar style)?
    – is the scripting engine and theme still intertwined in the theme directory?
    – are child themes still stored inside the main theme directory or do you do them outside like other wordpress theme?
    – Do the language localization files easily port over?
    – Do some of the v7 limitations go away?
—- Can I custom order coupons easily? Right now I can only sticky or not, featured or not. And stickys show up across taxonomies which doesn’t work for me.
—- Do expired coupons still get loaded and hidden or are they just not loaded? In v7, if I have a total of 10 coupons and 5 are expired and set the list to show 10 coupons, when I look at just the actives, it only shows 5 instead of 10. This looks bad when you get down to 1 or 0 active coupons on certain pages. My fix of upping the page to load 25 coupons makes the site super slow.

    Thanks!!

Effectively, the v7 theme is getting a bit unweildy for me to manage
