zero cost memberships

When I setup a membership with either a null or zero cost the system still sends me to the payment gateway, in my case paypal. The only way to get out of it is to cancel at the paypal page which generates an error callback. Can couponpress be configured not to go to a payment gateway when a zero cost membership is chosen?
