Shipping Weight Based Help

I have added shipping weigh based to my shopperpress theme it was very hard to do so and at the end I found the bellow issues that were not resolved.

1- you can add up to 81 rule only for shipping weight based witch is a huge limitation for a business looking for the international market
globally we have 192 recognized destinations and if each destination will have 5 weight based shipping then you definitely would need more tabs
2- I had an issued with my shopper press witch is that at the 79 , 80 , 81 rule you cannot select more that 20 destinations when I raised a ticked it was hard to explain and finally what I was told is that this is the limitation of shopper press witch was weird.

any one have any suggestion or recommendation for this
