Separate image and video uploads

From custom fields
Allow users by admin permission only to upload videos OR music to listings.
Image uploads and video uploads and music uploads should be separate.
Admin should also be able to select how many images and how many videos and how many music tracks.
REASONS:
1. if admin allows only 1 image upload user can upload anything they like.
2. If allowed 3 or more uploads, users may start using site as storage for their own websites only.
3. Some hosting providers do not allow videos with hosting (and we shouldnt have to change hosting to allow for video uploads.)
4. Admin should be allowed to set NO videos and NO music unless for paid listings, and turn off for other membership types.

Admin should also have selection of types allowed:
jpeg, png, gif, pdf, mp3, mp4, swf and etc.

eg: How many videos allowed?
And should be set to maximum length of 3minutes each.

Without this feature our websites become psuedo file storage areas. Or we have to turn off attachments for free listings completely.
