Overseas ISP blocked from login or registration

RCT 4.8 my overseas customers cannot register or access the members logon screen. There browser is redirected to /wp-admin.php which doesn’t exist because I have it in a subdirectory. More than one user in more than one country. They are to denied access to the site but just to the members and registration areas.

My Cpanel has no IP deny. Is there an IP deny built into these themes? May be my ISP but just wondering if there in anything built into the theme as my ISP tells me that it is not them.
