Listing and Membership Packages and Registering

Although having lots of familiarity with the old non-responsive DirectoryPress Theme, I am still learning about the new Directory Responsive Theme. Can someone clarify for me:
Are the Registration on the website, and the Membership and Listings Packages entirely separate, apart from the fact that you have to have Registered before you can buy either types of Package, and if you buy a Membership Package, it gives you multiple Listings which you have to have already defined?
