Can i give "Credit" to a user???

Greetings from Mexico…
i sell coupons locally in my site.

if i want to give my sellers “Credit” for 10 coupons to sell coupons and use them at their time?

or give to a existing client “Credits” for some free coupons? but not a free coupon package, only to picked clients.

i have this franchise idea, give to sellers in other cities that credit for a “rent” and they can sell coupons, if they reach their credit they can wait for the next month or buy more credits.

they can pay me in a convinence store near. not with the options on the site.

i think you get my idea…

is there an option?
