Javascript files – where to upload to?

Hi there

I’m using the coupon code child theme and I was wanting to install a javascript popup for a cookie bubble. I installed a plugin to add script to the header and just before the footer but wondered if I upload the js and css folders to my child theme folder or somewhere else? I’ve uploaded them there but they don’t seem to be working yet…
