Restricting access to pages

Hi, i am trying to have some access restriction to the “add listing” page, this should only be visible for the recruiters, it is visible for the job seekers too, which does not make any sense to me, i tried to do it with membership packages but it is still not working, i tried to disable the create listing option from the admin menu, however, this will disable it for the recruiters as well, again, this does not make any sense to me
