I get this message both as admin and Subscriber:
“Submission Limit Reached
You have reached your membership submission limit. Please delete an existing listing or upgrade your membership.”
I have deleted all of the listings
‘One Listing Only’ is turned off under Listing Setup >Settings >Listing Setup Options
I have one free Listing package
I have one free Membership package that refers to the free Listing package and it is set to Max. number of listings 20.
When that didn’t work I tried it with the one free Membership package and no Listing packages.
I have tried turning on Listing Renewals and clicked on “Renew”
I have even tried deleting all of the original Listing and Membership packages and starting over from scratch.
And I still get the “Submission Limit Reached” error.
I have read the forum submissions on this subject and found none that helped.
Please go to Users >Click on the new user >Scroll to ‘Membership’ >Assign the user a Membership Package
I forgot to mention that I have already tried that also.

I found the problem. I had “Require Membership To Add Listings” turned on.
