Require Membership

I am using the classifieds responsive theme,

Currently my users can sign up and access the members area, but even though they are not a member, they can still list something on my site. How do I get it so that they can register with my site, but when they head to the “listing” page they have to be sign up for a membership to actual submit a listing?
