As far as I’m aware a custom solution or at the least a custom form with the correct parameters.
You’re probably already aware, but here’s an example just in case:

You can alter it and/or styling to display it as just a link and not a button.
This is actually one of those things I’ve been wanting to add into a little helping type plugin I’ve been working on. I’ve just been hesitant on adding any new functionality with the release of v9 around the corner.
You can look for some sort of download/protector plugin.
Attached is a plugin I’ve used for a long while that has worked fine for me without any problems, HOWEVER, it is an older plugin and no longer supported by the author.
It’s relatively straight forward and you can put the files to be where ever and/or set the location of them..
Wait… what’s the file type of the “downloadable” item in the DT?
How do you set the items to be downloadable?
I’m still not sure what you’re looking for.

I can probably help you with what you’re attempting to do, but you would need to provide more information on EXACTLY what you’re trying to do other than asking for a button to download a file.
What ever works best for you, was just trying to help.
