How is claiming of listings supposed to work?

I just went to my site as a non-logged in, but existing, user, went to a random listing and clicked the Claim Listing button. After logging in it said that the listing had been added to my account.

But the author of that particular listing was the admin account, and the only email address on the listing was not related to my test user.

So how does the system decide who can claim each listing?

When I imported my listings, I included a field called Email, with the address of the person who should actually be able to claim the listing, but I guess that’s not how it works, or I did something wrong.
