FEATURED IMAGE SET

Is there a way that when users submit 1 or more images that neither is set as featured. I see that when uploaded in submission form, one of the images is automatically featured (no need to click on the star). I want to choose whether or not to set one as featured (only if they pay), if not all images uploaded will only appear in the category.
Or set the one I want from admin (back end). Thank you
