different membership cant send messages to each other

hi
i have user 1 that have a 1 package of membership (basic – 30 days)
and second user have an other package membership( good value – 90 days)
they cant send messages to each other
i get a message
“No Access
Sorry your membership level prevents access to this listing.
Please upgrade your membership to gain access to this page.”
how can i solve it ?
