Can't turn some general settings feature on

When I turn on settings like category descriptions and sub categories they do not activate when I click save. The buttons do not even stay in the on position when save is clicked. The opposite happens when I try to turn off enable star ratings. Does anyone know what could be preventing these feature from working. I’m using the WLT Coupon Orange child theme.
